Naturally curly hair help! My layers arent curly?!?

I have naturally curly hair. Its a mix of waves,ringlets, and occasionally tunnel curls. I have long hair (about 8 inches from the top of my shoulder) I have layers that are shoulder length or shorter and theyre not curly. It's very weird. They're like dull waves and then underneath is curly. Does anyone know why this is and what i can do to make my layers naurally curly? (whithout chemicals or a curling iron?)

That's weird mines the opposite my top layers are the curly ones and the bottom layer is straight and that bothers me also, but I'm sorry I have no idea on how to help you out. And I would also like to know. Once again I'm sorry.Naturally curly hair help! My layers arent curly?!?
i have naturally curly hair too, so i would suggest trying some curl shampoos, or maybe even a clarifying shampoo to totally cleanse your hair. try the drama clean by herbal essences, its one of my favorites :) when you are out of the shower blow dry your hair with a diffuser, and maybe use some curl cream leave in conditioner type stuff or mousse. it will help boing the curls up. hope this helps!!
hair can change. my sisters hair used to be...almost dead. then at some point it turned really curly. it probably just changed.
