This question is not for me because I have very curly hair naturally, but this is for my sister who has naturally very straight and thick, but not coarse, hair. She rolls and uses curling irons on her hair, but nothing curls near the roots, it all like half way down. How can she get the roots, or close to them, to hold curl like the rest? Without a perm or going to a salon. Thanks. And yes she sometimes' puts gel up there and hairspray so that's not it.Hair question about curly hair! Help please?

get a crimping iron, similar to a flat iron, which reahes all the way to the top. be careful not to burn yourself though.
Is her hair very long? Sometimes long hair can make curls near the scalp appear more straight. I have long hair that is naturally curly and even my best efforts to make it curly all-over don't seem to work. She may have to trim the hair or make layers that will hold the curls better on top. A perm (even a loose one) will give the hair better texture for curling and allow it to hold the curl near the roots better. Hope this helps!
